Six months after KIRO Radio and the Dori Monson Show reported that King County Executive Dow Constantine was being accused by King County Sheriff’s Office staff of having his Executive Protection Unit drive him to bars, concerts, and sporting events, it appears that Executive Constantine has not given up the behavior.
Dori Monson Show listener Paul* was playing Golden Tee Golf with friends in the bar section of West Seattle’s Chelan Cafe, near the West Seattle Bridge at about 4:30 p.m. on Friday afternoon, when he spotted a familiar face.
“There’s Dow sitting there having a cocktail with some young lady,” Paul said. “I was like, ‘Oh my God, here he is again, just like Dori has been talking about.'”
Remembering that Executive Constantine had been, according to reports from his staff, using the Executive Protection Unit at all times of day to be chauffeured to what would appear to be non-work activities, Paul went out to the parking lot to see if the security detail was there.

“Lo and behold, here’s an undercover, black, unmarked SUV [with] exempt plates and an officer sitting in the front seat,” Paul said. “Yep, there’s his armed detail sitting there waiting for him while he’s drinking.”
According to emails obtained in public disclosure requests, sheriff’s detectives have had to wait outside bars for hours, often going into overtime. On one occasion, Constantine allegedly went to a second bar and forgot to inform the officer waiting for him at the first bar until hours later.
In 2018, overtime pay for the Executive Protection Unit totaled upwards of $73,000.
“I don’t care what he does, but when he’s got my tax dollars being paid to take him bar-hopping … it chaps my hide,” Paul said, adding, “They think they’re above the law.”
The photography apparently did not go unnoticed. Paul said that Executive Constantine walked over, tapped him on the shoulder, and asked him if he wanted to talk about anything. Paul responded, “If I thought you’d actually listen, I would.”
That was all that occurred in the exchange, but Constantine did take photos of him in return, Paul said.
“What he’s going to do with those, I don’t know,” Paul said.
The especially bizarre part, Paul said, came after Constantine paid his bill. He and his companion walked into the restaurant portion of the cafe, apparently to have dinner.
“About 10 minutes later, I see him running — literally running — and ducking underneath the front window, running by, and going to his security detail, [ostensibly] hoping that nobody would see him running out of the restaurant,” Paul said. “He ducked down, of course I see him running by, and I look out of the parking lot window there, and he’s getting into the unmarked car, and off he goes.”
The woman accompanying Constantine also got into the car.
Seeing for himself what his county executive was up to during the day has Paul worried about the executive’s decision-making abilities in the event of a disaster.
“What if we had an earthquake at 5:05 p.m. that afternoon, and he’s been out drinking?” he said. “Do I want that guy in charge of emergency response? No.”
